Shogoro was summoned to Miyagawa Chozaemon's residence and given the instructions.
However, this matter was communicated to the town magistrate, magistrate officials, and inner scribes, and since it also involved consulting with the said artisans during firearm inspections, it was also communicated to both spear magistrates for their information. As this policy was approved, it was again reported to the senior councilors on March 5th, and he was reassigned to metsuke supervision as before. Regarding seating order, while Miyagawa Yasunosuke had been in the senior position, the instruction was given to place him next to Yasunosuke. Later, in the 7th year of Bunka (1810), following a petition, he was granted the former sequential seating arrangement.
1. On March 29th, Kyoho 15 (1730), Matsuoka gunsmith Takase Naoemon requested to be seated next to the gunsmiths here, but as this was not possible, Honda Nuino instructed Shinemon and Sengoku Shoemon that he should be positioned next to the metalworkers here.
1. On December 16th, Meiwa 7 (1770)
A gunsmith named Takase Rinemon petitioned to be placed under metsuke supervision, and his request was granted. Sakata Shichiemon was to convey this decision. It was announced that he would henceforth be placed under metsuke supervision.
Note: In future, when conveying official business to this Rinemon and other matters, he shall be treated similarly to the storehouse guards. Of course, even during his previous town supervision, he was directly summoned to the office, seated on tatami mats, and official business was conveyed through Yamazaki Juroemon and his assistants, so this arrangement was established accordingly.
1. On December 11th, Meiwa 8 (1771), the following was announced by Koma Takumi at the council chamber:
Metalworker Miyagawa Kichizaemon shall henceforth be placed under metsuke supervision.
1. On December 26th, Anei 3 (1774), Steward Hayashi Hachiemon reported that blacksmith Shimada Sukemon's son Hikohachi had petitioned for his first formal greeting next New Year. After deliberation, it was decided he should offer his greeting in the seat following Shimosaka Ichizaemon's son Buemon, and that when Sukemon and Ichizaemon alternate in future, sequential seating would be granted. Both men were summoned and informed of this decision.
Note: Since Shimada Sukemon had previously been designated for the senior seat, regarding Shimosaka Ichizaemon's seating, sequential arrangement had been petitioned for years earlier, and after examination the reasoning was accepted, leading to this decision being communicated and granted.
1. On May 15th, Anei 7 (1778), Takase Rinemon had repeatedly petitioned over time that regarding notification procedures, he wished to be treated equally with the blacksmiths and gunsmiths, but this had been maintained as before. However, this time Rinemon fell seriously ill with a condition difficult to treat, so he pleaded that his petition be granted while he was still alive. After future deliberation and examination, since only notification procedures were involved with no other obstacles apparent, and moreover since he and his family had diligently maintained their hereditary trade, when this matter was discussed with the senior councilors, Koma Daigaku inquired whether this notification procedure matter was to be applied only for that person's lifetime or for generations. It was explained that since gunsmith Shogoro had been placed under our supervision years earlier, notification procedures had been handled uniformly for all, so it should be applied accordingly. When each person's preference was mentioned, permission was granted to apply it as desired. Therefore, Rinemon's son Tozō as his representative and Shimosaka Buemon were added, and the matter was conveyed at monthly duty officer Asami Shichijuro's residence, with Buemon also instructed to inform his colleagues of this decision.
1. On October 20-something of the same year, Miyagawa Kayemon had similarly petitioned repeatedly since earlier for equal notification procedures. Since Rinemon had been granted equal notification procedures that summer, this precedent was discussed among colleagues and reported to the senior councilors, who said that if there were no other obstacles, it should be handled accordingly. Therefore Kayemon was summoned, with Shimada Sukemon added, and the matter was conveyed at Hanzaemon's residence.
1. On November 19th, Tenmei 2 (1782), in recent years Wakabayashi Shogoro and other gunsmiths and metalworkers had achieved parity with blacksmiths in all matters, so they recently petitioned to be allowed to wear high clogs under castle gates. Since this was a very serious matter, old records were also examined, and the following was found in records from January 29th, Meiwa 2:
On June 27th, Enyō 2 (1745), during metsuke Shimoyama Hikosan's monthly duty, a document at the audience hall gate guard post stated the following:
1. Regarding Yamashiro and Shimosaka wearing high clogs under the gates, when inquired through Oka Jujibei to metsuke Shimoyama Hikosan, it was announced that both had been granted retainer status. However, high clogs under the audience hall gates were not permitted, and they should pass through wearing indoor clogs with heel guards. 6th month, 27th day of Ox year.
Following this precedent, today on the 19th the following persons were summoned to monthly duty officer Mizoguchi Goemon's residence and given instructions via a separate written notice:
Shimosaka Buemon, Shimada Sukemon, Wakabayashi Shogoro, Takase Tozō, Miyagawa Kayemon
When these five persons pass through the castle on official business, during rainy weather they should generally use indoor clogs with heel guards at gate areas, but among the five there have been misunderstandings, with some passing through wearing high clogs. Hereafter all five shall use indoor clogs with heel guards.
1. When submitting various petitions, some petition documents use the phrase "to the Senior Councilors," but henceforth this phrase should be omitted, addressed by name within the five, and brought by their intermediaries. Tora 11th month, 19th day.
After these instructions were given, Shimosaka Buemon and Shimada Sukemon completely refused to accept the written notice, submitting petitions and genealogical records to December monthly duty officer Nara Taroemon. Consequently, after future deliberation, their petitions were repeatedly returned, but they utterly refused to comply, petitioning unavoidable circumstances.
"Though instructed via written notice last month on the 19th not to wear high clogs in the castle but to use indoor clogs with heel guards, and to omit the phrase 'Senior Councilors' when submitting petitions, we have maintained our family status from long ago, making it difficult to accept these written instructions. When we submitted petitions and oral statements explaining our various circumstances, they were deemed difficult to accept and returned to us. We consider this an unavoidable situation. As stated in the returned oral statement, we are refraining from entering beyond the dismounting gate. We petition for your deliberation on this matter. December - To the Metsuke Officials - Shimada Sukemon, Shimosaka Buemon"
Regarding this matter, the entire handling from the beginning was privately discussed with duty officer Sakai Geki, who privately suggested that we should write and submit our own views. After consulting with colleagues, since this matter could not be resolved without severe punishment, instructions were again sent privately through scribes to Buemon, but he utterly refused to comply. Furthermore, since foot guard Nakayama Tarozaemon had family connections with Shimada Sukemon, the matter was communicated in strictest confidence to Sukemon's entire household, and they generally agreed. On the early morning of December 22nd, both Buemon and Sukemon visited Taroemon and said that what they had initially stated was presumptuous, and that they humbly accepted whatever had been instructed via written notice, so they petitioned for the private return of the oral statement they had submitted. Since this would not be discussed with the duty officer, their oral statement was returned. When this situation was again communicated to Geki, he considered it reasonable. Furthermore, since it was privately suggested that confinement would be appropriate based on our judgment, on the 23rd Wakabayashi Shogoro and Takase Tozō were summoned to Taroemon's residence, given a separate written notice that both blacksmiths should be placed under confinement, and instructed to convey this to both men. On the 29th, since sufficient time had passed, they were released.
