向後日用頭へ相頼候儀ハ相止相定候下行人足代ニ少々相増川除用水御普請所近村ニ而
雇為相勤様ニ組頭取扱可申事
一初秋ゟ百姓共当作之米忍々売申由尤去御納所之方銀等も可仕候得共跡引ニ相成所
務之節ニ至り色々申立をいたし当作之免作面々ハ受不申取散候儀向後堅可為無用事
一町人共口々へ罷出御納所米共密々買取或ハ御城下近村へ罷越直段等下直ニ買取候様
相聞候御所務前取散売申間敷候無拠上納も有之売申事ニ候ハヽ町方へ罷出払可申候
此段御吟味被仰付目付之者被差出候間兼而左様相心得急度相守可申事
右近年在々困窮諸民難儀之段相聞候仍之一々御吟味之上夫々被仰付候尤貞享年
中ニ被仰出候御条目も有之候得共経年月候事故致廃失近年不慎相聞候此度委細ニ被
仰出候間何も百姓共難有奉存堅此旨を相慎農業無怠精ニ入連々諸作も宜候而
一村之者共取続御納所無滞相勤候節迄ハ右之通急度相守可申者也
一右ニ付御奉行共へ被成御渡候御書付左之通
一在々困窮村年季免ニ申付候事不宜候様ニ相聞候困窮村ハ手当も申付年季免向
後無用ニ可致事
一米札所へ為買他国ニ而払又ハ借金見届米ニも申付可然哉之事左候ハヽ地米直段も上り
他国へ出ス雑用米直段上り候而取返可申事ニ候札所之損金も埋立可申家中之為ニも能

一代官下代共在辺へ取立ニ罷出候儀前広ニ其沙汰相知候得ハ百姓共俵物等隠シ困
窮之体ニ為見申由ニ候間下代共罷出候儀不時ニ罷出可然事

申渡候間猶以申談村々盛百姓共困窮之筋ニ成候儀随分心を付可申事
一在辺組頭壱人へ下目付壱人ツヽ抱置候儀或ハ組頭目を懸候者へ目付を申付置秘シ候
用事ニ而も組頭へ内談之上申達候殊之外在辺費ニ成申由百姓共方ゟ音物軽く遣候得ハ
はや下目付共かた取り百姓難儀ニ候旨相聞候此段郡方へ能々申渡厳敷吟味可有之事
一検見之節頭共ハ賄入用不残為持諸役人手代共荒子迄野扶持ニ而相通候得ハ百姓方
ニ而夫々料理申付置候故弁当あまり為給候得共給不申百姓共方ニ支度致置候料理
を給申由相聞候向後百姓共料理支度致置候事為相止自今右之通ニ無之様ニ堅可申付事
一下役人共不残馬村次ニ而相通候処代官受込之手代壱人ハ村々寄馬代ニ而古金弐拾匁

今後、日雇い頭に依頼することは取りやめ、決められた下行人足代を少々増額し、川除用水の御普請は近隣の村で雇い入れて勤めるよう組頭が取り扱うこと。
一、初秋から百姓たちが当年作の米を密かに売っているとのことだが、もちろん昨年の御納所の方銀なども済ませるべきであるが、跡引きとなって所務の時に至り、色々と申し立てをして当年作の免作を各々受け取らずに散逸する件は、今後厳しく禁止すること。
一、町人たちが各地に出向いて御納所米を密かに買い取り、あるいは御城下近村に出向いて直段などを安値で買い取っているとのことだが、御所務前に散逸して売ってはならない。やむを得ず上納もあり売ることになる場合は、町方に出向いて売ること。この件について御吟味を仰せ付けられ目付の者が派遣されているので、予めそのように心得て厳格に守ること。
右の通り、近年在郷が困窮し諸民が難儀している件が聞こえてきているため、一々御吟味の上でそれぞれ仰せ付けられている。もっとも貞享年中に仰せ出された御条目もあるが、年月が経ったため廃れてしまい、近年不慎重なことが聞こえている。この度詳細に仰せ出されているので、すべて百姓たちは有り難く存じ上げ、厳格にこの趣旨を慎み、農業を怠らず精を入れ、年々諸作も良好で一村の者たちが取り続き御納所を滞りなく勤める時まで右の通り厳格に守るべきである。
一、右について御奉行たちへお渡しになった御書付は左の通り
一、在郷の困窮村を年季免に申し付けることは良くないように聞こえている。困窮村には手当も申し付け、年季免は今後無用とすること。
一、米札所へ買いのため他国で売り、または借金見届米にも申し付けるべきかどうかの件。そうであれば地米の直段も上がり、他国へ出す雑用米の直段が上がって取り返すことになろう。札所の損金も埋め立て、家中のためにも良いであろうか。
一、代官下代たちが在方へ取り立てに出向く件について、事前にその沙汰が知られると、百姓たちが俵物などを隠し困窮の体に見せるとのことなので、下代たちが出向く件は不意に出向くべきこと。
一、諸役方下代たちがこのような式を行うことを厳しく吟味すれば、諸方に知れ渡り自然と止むであろうこと。
一、在郷の諸盛で人足が多くかかり百姓たちが痛手を被っている趣が聞こえている。定めもあることなので、なおさら無益な費用となる諸人足をみだりに申し付けてはならない旨を諸役方へ申し付けること。
一、在方の組頭たちが用事で寄り合う際の給物が立派で特に費用が多いと聞こえている。この度郡方へもその件を申し渡しているので、なおさら申し談じ、村々の盛りが百姓たちの困窮の筋になることには十分注意すべきこと。
一、在方の組頭一人に下目付一人ずつを抱え置く件、あるいは組頭が目をかける者に目付を申し付け置き、秘密の用事でも組頭へ内談の上申し達するのは、非常に在方の費用になるとのこと。百姓たちの方から音物を軽く遣えば、早くも下目付たちが片取りし百姓が難儀している旨が聞こえている。この件を郡方へよくよく申し渡し厳しく吟味すべきこと。
一、検見の際、頭たちは賄い入用を残らず持参し、諸役人手代たちから荒子まで野扶持で通すので、百姓方でそれぞれ料理を申し付け置いているため、弁当をあまり給しても給さず、百姓たちの方に支度して置いた料理を給するとのことが聞こえている。今後百姓たちが料理支度をして置くことは取りやめ、今後右のようなことがないよう厳格に申し付けること。
一、下役人たちは残らず馬を村次で通しているところ、代官受け込みの手代一人は村々寄りの馬代で古金二十匁
