一御城下諸事之部ニも条ニ出之可見合
一享保十三申年従 公儀御触左之通
地神経読盲目官位院号袈裟衣停止之儀先年被仰出候処遠国ニ而ハ猥ニ
成候と相聞候間向後在々所々ニ至迄猥ニ無之様急度可被申付候以上
右九月十七日御国も目付中ゟ相触之
一明和二酉十二月従 公儀御触左之通翌戌正月十七日江戸御屋敷御家中へ目付中ゟ相触之
大目付中御廻状之写
検校勾当之外座頭共官金之由申立高利ニ而世上へ貸出シ返金滞候節ハ座頭共大勢指遣シ
武家方ハ玄関等へ相詰罷在高声ニ而雑言申或ハ昼夜詰切罷在彼是我儘成体ニ而致
催促候も有之由相聞候勿論借金催促之儀其時宜ニ寄何レ共勝手次第之事ニ候へ共右之
致方ハ借主へ恥辱をあたへ候而為致返金候様ニ仕候事ニ候ヘハ催促之筋ニ而ハ無之候右之通過
分之高利ニ而取引仕候故外々ゟも座頭共へ金子預置為貸出候者多有之趣ニ相聞候過分之
高利又ハ法外之催促いたし候儀ニ付奉行所吟味ニ相成咎申付候儀も有之候得共兎角不相止

遊民並びに御家中家来
一 遊民の件については、多くは「御国他国諸事の部」「寺社諸事並びに同部他国者往来諸勧化等」の条に記載されている。
一 「御城下諸事の部」にも条項が出ているので参照すること。
一 享保十三年申年、幕府からの御触れは以下の通り。
地神経読み、盲目の官位・院号・袈裟衣停止の件は先年仰せ出されたが、遠国では粗雑に行われていると聞いている。今後は在郷の各地に至るまで粗雑にならないよう厳重に申し付けること。以上
右は九月十七日、当国でも目付中から触れ出された。
一 明和二年酉年十二月、幕府からの御触れは以下の通り。翌戌年正月十七日、江戸屋敷の御家中へ目付中から触れ出された。

検校・勾当以外の座頭らが官金であると称して高利で世間に貸し出し、返金が滞った際には座頭らを大勢派遣し、武家方は玄関等に詰めかけて大声で悪口を言ったり、昼夜問わず詰めかけて身勝手な様子で取り立てを行う者もいると聞いている。もちろん借金の催促については、その時の事情によりいずれも当事者の都合次第のことではあるが、右のようなやり方は借主に恥辱を与えて返金させようとするものであり、催促の筋道ではない。右の通り過分な高利で取引をするため、他からも座頭らに金子を預けて貸し出させる者が多くいると聞いている。過分な高利または法外な催促をすることについて、奉行所の吟味となり咎めを申し付けることもあるが、とかく止まない

Regarding the prohibition of divination reading of earth god sutras, and the granting of court ranks, temple titles, and Buddhist robes to the blind, which was announced in previous years, it has been heard that this is being conducted carelessly in distant provinces. Hereafter, strict orders shall be given to prevent such carelessness even in rural areas. End
The above was promulgated by the inspectors in our domain on the 17th day of the 9th month.
1. In the 12th month of the rooster year of Meiwa 2 (1765), the following directive was issued by the Shogunate. On the 17th day of the 1st month of the following dog year, it was promulgated by the inspectors to the domain retainers at the Edo residence.

It has been heard that zatō (blind musicians) other than kengyō and kōtō claim their funds are official money and lend them out at high interest rates to the public. When repayment is delayed, they send many zatō who crowd into the entrance halls of samurai residences, shouting abusive language loudly, or staying day and night in a selfish manner to collect debts. Of course, debt collection depends on circumstances and is generally at the discretion of the parties involved, but such methods are intended to shame the borrower into repayment and are not proper debt collection practices. Because they conduct business at such excessive interest rates as described above, it is heard that many others also entrust money to the zatō for lending. Regarding excessive interest rates or illegal collection methods, there have been cases where the magistrate's office has investigated and imposed punishments, but these practices continue unabated.
