売払右代金ニ而此方入用之荷物
相調則中馬戻荷物ニ仕前々ゟ通用
仕来飯田往返之儀は不及申尾州
三州迄何之差障も無御座候【貼紙】「然所ニ」去々
寅春ゟ当郡飯田辺ゟ当地迄道筋
馬継場村々之内ニ而彼是と六ヶ敷申差障
候ニ付自然と中馬荷物請負不申不
通用ニ相成当町は不及申在々迄も
甚難儀仕候殊ニ此節ニ至荷物差出候所
飯嶋村ニ而差押申候依之中馬彼是と
挨拶仕候得共何分聞届不申無是悲
荷物預ヶ置申候ヶ様ニ相滞候而は此未
一向国用不相弁商売取続可申
手立無御座必至と行詰難儀至極仕候
恐多御座候得共此段被為遊
御賢察前々附通候往返出入之諸荷
物中馬ニ而通用被成候様奉願上候

現代語訳
売り払い、その代金でこちらで入用の荷物を調達し、すなわち中馬の戻り荷物にして、以前より通用してまいりました。飯田往復の件は申すに及ばず、尾張国・三河国まで何の差し障りもございませんでした。【貼紙】「然るところに」去々年寅春（明和7年春）より当郡飯田辺りより当地まで道筋の馬継場の村々の内で、あれこれと面倒なことを申し立てて差し障りとなりましたため、自然と中馬が荷物の請け負いを致さず、通用できなくなり、当町は申すに及ばず在郷まで甚だ難儀いたしております。
特にこの度、荷物を差し出そうとしたところ、飯島村で差し押さえを申してまいりました。これにより中馬があれこれと挨拶（交渉）いたしましたが、何分にも聞き届けてもらえず、やむを得ず荷物を預け置き申しております。このように滞っておりましては、この先一向に国用（領内の用事）が弁じられず、商売を続けて申す手立てがございません。必至に行き詰まり、難儀至極いたしております。
恐れ多いことでございますが、この段をお賢察くださいまして、以前通り往復出入の諸荷物を中馬で通用できますよう、お願い申し上げます。
右の趣旨をご慈悲を以ってお聞き届けいただき、お願い申し上げております通りにお仰せ付けくださいますならば

We sell them and use the proceeds to procure goods needed locally, which then become return cargo for the pack horses - this has been our established practice from long ago. Not only for round trips to Iida, but also to Owari and Mikawa provinces, there had been no obstacles whatsoever. 【Pasted note】"However," since the spring of the year of the Tiger two years ago (spring of Meiwa 7/1770), within the post station villages along the route from the Iida area of our district to our locality, various troublesome objections have been raised, creating obstacles. Consequently, the pack horse operators naturally refuse to undertake cargo transport, making passage impossible. Not only our town but even the rural areas are experiencing great hardship.
Particularly on this occasion, when we attempted to send out goods, Iijima village imposed a seizure order. Despite the pack horse operators' various negotiations in response, they would not listen to our pleas at all, and we had no choice but to leave our goods in storage. If things continue to be delayed in this manner, we will be completely unable to conduct our domain's business in the future, and we have no means to continue our trade. We are in an utterly desperate situation, facing extreme hardship.
Though it may be presumptuous, we humbly request your wise consideration of this matter, and that you permit the transport of goods for round-trip commerce by pack horses as was done previously.
