At the Shinmei Shrine, sixteen of His Lordship's attendants and retainers [wearing eboshi caps and suō robes, and traveling attire] were ordered to perform the Shinto ritual of yabusame (horseback archery). One: On the twentieth day of the third month, as the grandmother of one Sagobei of Kitaimaizumi Village in Yoshida District had reached the age of one hundred years, she was granted a stipend of two-person rations (ninin-fuchi). One: On the twenty-third day of the same month, approximately one hundred townspeople and farming villagers under the ward headman (kumigashira) Araya Yozaemon, citing hardship and poverty, had gathered at Anyōji Temple on the previous day, the twenty-second, and from there proceeded to the residences of ward headman Maruya Kyūzaemon and Hyōzaemon to petition for relief rice (o-sukumai). At noon, approximately two hundred townspeople under ward headmen Nifujiya Sōzaemon and Kukutsu Mataemon gathered under the Great Bridge, and from there proceeded to the residences of Sōzaemon and Mataemon with the same petition. Townspeople under ward headman Akao Kanemon likewise came forward with the same petition. Accordingly, on the following day, the twenty-fourth, the monthly duty Elder (tsukiban karō) Sakai Geki [Tomoyuki] issued the following directive to the Temple and Shrine Magistrates (jisha bugyō): To the Temple and Shrine Magistrates: Regarding the fact that a large number of lower-class townspeople, citing poverty and hardship, have been appearing at the residences of the ward headmen to petition for relief — while they ought to have directed such petitions through their respective town ward elders (shōya), they have instead gathered in large groups and proceeded directly to the ward headmen. This is an act of utter disrespect toward their superiors and is most reprehensible. The fact that the ward elders allowed such conduct to occur without taking proper action is itself a matter of negligence and impropriety. Therefore, among the ward elders of the towns from which these large groups emerged, as well as among the ringleaders identified as particularly problematic from among those who came forward, investigations shall be conducted immediately, and approximately three persons per town shall be ordered imprisoned. Regarding the ward elders, after investigation to determine the degree of culpability, they shall be ordered placed under house confinement or imprisoned accordingly.
