一方で、軽き者共は時節が悪く、米の売買その他の差し支えもあって、実に難義している者もあることゆえ、御払米の小売場を申し付け、なおかつ値段の儀については当時の相場より引き下げて売り渡すよう、それぞれの御役方へ申し渡すべきであるので、その段を申し付けられるべく候。もっとも、奉行中・目付中が申し談じ、先格もある儀であるので、差し支えのないよう取り計らわれるべく候。

On the other hand, since the lower-class townspeople are suffering due to the bad times, difficulties in rice trading and other hardships, leaving some in genuine distress, retail outlets for government relief rice (o-harai-mai) are to be established and ordered to sell at prices reduced below the current market rate. Instructions to this effect are to be issued to the relevant officials. Furthermore, as the magistrates and inspectors are to confer on this matter, and there is precedent for such measures, arrangements are to be made so that no impediment arises.
