One: On the same day, large numbers of peasants from surrounding villages came out into the castle town streets, and smashed the houses, storehouses (dozō), and various furnishings of two domain-service merchants (go-yōtashi chōnin): Gokuin'ya Shōzaemon and Minoya Kizaemon. As the situation was riotous, the Foot Inspectors (o-kachi metsuke) and the town mounted constables (machi yoriki) and their men were dispatched to suppress the unrest. However, as the crowd would not be pacified, the District Magistrates (kōri bugyō) were sent out, and the Monthly-Duty Senior Councillor (tsukiban go-karō) Sakai Geki [personal name: Tomotaka] issued orders that measures be taken immediately to disperse the crowd.
One: On the twenty-sixth day of the third month, in connection with the above, men from the various units (shokumi) were dispatched early in the morning to the seven gates (nanakuchi) of the castle town, and explanations were conveyed to the peasants who had come out from the villages. However, the peasants would not listen, and their numbers gradually grew larger and the disturbance became severe. Accordingly, the Monthly-Duty Senior Councillor Sakai Geki [personal name: Tomotaka] issued the following orders to the Town Magistrates (machi bugyō) and District Magistrates (kōri bugyō):
To the Temple, Shrine, and Town Magistrates (jisha machi bugyō):
Whereas the emergency levy (saigakukin) was ordered upon those under your jurisdiction, and as the area is impoverished, petitions have been submitted requesting extensions on payment in installments; and further, as even those of lesser means who have not put forward the emergency levy have reportedly presented themselves in large numbers before the unit heads (kumigashira) claiming hardship—accordingly, the emergency levy is hereby remitted. You are to convey this to those concerned.
[End]
To the Three District Magistrates (san-kōri bugyō):
Whereas the emergency levy was ordered upon those under your respective jurisdictions, and as the area is impoverished, petitions have been submitted requesting extensions on payment in installments, and those of lesser means have come out in large numbers to the castle town…
