Item: On the night of the twenty-sixth day of the eighth month, an American steam warship arrived in port. At present, there have been several battles between South America (the Southern forces) and North America (the Northern forces), and on two occasions the North American (Northern) forces have suffered defeat, sustaining great losses in soldiers. "Wenreet" [likely "Grant" or another Union officer] is greatly distressed by this. "Wenreet's" younger brother, who turned nineteen this year, fortunately distinguished himself in battle and has since been promoted to the rank of general, it is said. At this time, Japanese samurai do not know warfare and are accustomed to a peaceful age, and therefore it is not easy for them to devise [military stratagems]. Nevertheless, as increasingly critical times are approaching, one must now resolve oneself, set aside trivial matters in Japan, select samurai from the Ōta encampment (*jin'ya*), dispatch them to America, and have them observe and learn from the war between North and South. This is the foremost military strategy. This should be reported to the lord of Echizen (*Echizen no taishō*) without delay. If one goes there to observe, one may, according to one's preference within the territories of North and South America, travel to both sides and conduct observations. There is nothing whatsoever over there to obstruct this. The Southern forces number approximately three hundred thousand men, and the Northern forces approximately two hundred and fifty thousand men; as each side relentlessly pursues the art of warfare, the killing is immense. At present, the best defenses against artillery shells are: first, bales of cotton; second, bales of sand; and third, earthen bags (*dobyō*). Stone is not used at all. Cotton bales are a recent invention [for this purpose], and nothing surpasses them for deflecting cannon fire. Moreover, depending on the tactical situation, they are quick and light to transport to any location, making them highly convenient. [From] the Ōta encampment (*jin'ya*)… *(continued on next page)*
