*(Continued from previous page)* When [Britain and France] seek to wage war against Korea, Russia would raise a great army from Tsushima and begin to unleash its fierce power. Therefore, regarding the matter of Tsushima, even though Japan's Shogun has raised various arguments and objections, Russia will not consent under any circumstances, and the island has already become Russian territory, it is said. As the military strength of the various nations grows ever more formidable in this manner, even if America were to defend Japan, it is difficult to predict when conflict might break out. On the other hand, Japan's military strength has grown accustomed to a period of peace and is not easily roused. Therefore, America too faces considerable difficulties, it is said.
Item: At this time, America has sent three teachers to Japan, and they have been placed at Jōbutsu-ji temple in Kanagawa. One, named Goble, is a master of mechanical arts [engineering]; another, named Heaven [Hepburn], is a master of surveying; and the third, named Brant, is a master of scholarly learning. As yet there are no Japanese who have come to study under them, and the teachers spend their days in vain, at a loss. They are said to be simply waiting for the time to come when they may impart their knowledge, hoping that students will eventually appear.
