現代語訳
人皇六十代醍醐天皇と申し上げる方は、聖徳いみじき君でいらっしゃいました。御年十三にして十善の御位をお受け継ぎになられ、右大臣菅原道真公を御師範として万機の政事をお治めになり、仁慈をもって民に施しを与えられたので、いよいよ治まる天下、異国までもその徳になびかぬ草木もなく、延喜の聖代とはこの帝をさして申し上げるのも当然のことです。

真心をもって民を撫でるのは、手をもって髭を撫でるよりは少し難しいものです。

The 60th Human Emperor, Emperor Daigo, was indeed a sovereign of remarkable virtue. At the age of thirteen, he inherited the throne of ten virtues, and with Right Minister Sugawara no Michizane serving as his mentor, he governed all state affairs and bestowed benevolence upon the people. As a result, the realm became increasingly peaceful, and even foreign countries were swayed by his virtue—there was not a single plant or tree that did not bend to it. The Engi era of sage rule refers precisely to this emperor, and it is only natural to speak of him in such terms.
