一村または間切中一同協議の上、一時繰り替えて上納し、決して納糖上不都合がないように行うべし。もしこれに違反し、理由なく拒む者は5円以上10円以下の過料金を徴収する。
第十項 砂糖焼入樽は蓋・底・腹部の三箇所へ樽木重量検査の烙印があるものに限るものとする。そして砂糖樽詰の上は、その腹部へ砂糖主はもちろん、焼入人・検見人・掟は記名押印するものとする。もしこれに違反する者は各5銭以上1円50銭以下の過料金を徴収する。
第十一項 些細な利益を得るために、三つ目縄等従来の製造制限（1斤5合）を超過してはならない。もし違反する者は10銭以上1円以下の過料金を徴収する。
第十二項 製糖に不正行為がある時は、砂糖主は5円以上10円以下の金、焼入人・検見人は2円以上7円以下の金、下知人・掟は1円50銭以上5円以下の金、惣耕作当は1円以上3円以下の過料金を徴収する。
第十三項 巡検役がその巡検に当たり、前数項の違反者を認めて適当な処置をなさず黙許に付した者は各1円以上5円以下の過料金を徴収する。
第十四項 この内法数項の違反者を告発する者へは、その過料金額の三分の一を賞与するものとする。
第十五項 没収金及び過料金は申し渡しの日より15日間以内に完納させるものとする。もし期限を経過して納めない者は、吏員立会いの上適当な財産を差し押さえ、これを公売し、過剰分があるときは返還し、不足金は親戚及び組合中より弁償させるものとする。もし本人が赤貧にして差し押さえるべき財産がない者は、その親戚または組合中より弁償するものとする。
第十六項 この内法に定める数項の違反者より徴収した過料金は、その三分の一を違反人告発者に与え、その三分の二及び没収金はその時の費用に充て

The entire village or magiri shall deliberate together and make temporary advances for delivery, ensuring there are absolutely no problems with sugar delivery. Those who violate this and refuse without reason shall pay penalty fees of 5 to 10 yen.
Section 10: Sugar storage barrels must have branded marks for barrel wood weight inspection in three places: lid, bottom, and body. After packing sugar into barrels, the sugar master as well as the barrel maker, inspector, and village official shall sign and seal their names on the barrel body. Those who violate this shall each pay penalty fees of 5 sen to 1 yen 50 sen.
Section 11: For the sake of gaining trivial profits, three-strand rope and other items must not exceed the traditional manufacturing limits (1 kin 5 gō). Those who violate this shall pay penalty fees of 10 sen to 1 yen.
Section 12: When there are fraudulent acts in sugar production, the sugar master shall pay 5 to 10 yen, barrel makers and inspectors shall pay 2 to 7 yen, supervisors and village officials shall pay 1 yen 50 sen to 5 yen, and chief cultivators shall pay penalty fees of 1 to 3 yen.
Section 13: Inspection officers who recognize violators of the previous sections during their inspections but fail to take appropriate measures and tacitly permit such violations shall each pay penalty fees of 1 to 5 yen.
Section 14: Those who report violators of these internal regulations shall be awarded one-third of the penalty fee amount.
Section 15: Confiscated money and penalty fees must be paid in full within 15 days from the date of notification. Those who fail to pay after the deadline shall have appropriate property seized in the presence of officials, which will be sold at public auction. Any surplus shall be returned, and any shortfall shall be compensated by relatives and association members. If the person is destitute with no property to seize, relatives or association members shall provide compensation.
Section 16: Of the penalty fees collected from violators of these internal regulations, one-third shall be given to the informant, and two-thirds plus confiscated money shall be used for expenses at that time
