第二十項 第七項ニ定ムル禁賣買中納糖ハ勿論品位粗悪等ニテ間切ニ
於テ引除ケタル分ト雖トモ掟頭耕作當其員數取調惣耕作當或ハ下知人
ノ撿査封印ヲ受ケ適宜ノ場所ヘ格護致置解禁ノ月ヲ待チ開封ヲ得賣
買スルモノトス若シ之レニ違フモノハ左ノ通リ過料金ヲ徴ス既ニ其
賣買ニ係ルモノハ第七項ニ準シ處分スルモノトス
一砂糖主ハ金《割書：拾銭以上｜壹圓以下》

なお残余の分は間切へ積み置き、糖業改良一切の費用に充て、なお右改良について格別の功労者があるときは奨励のため褒労として其の幾分を与えることがあるべし。本項積み置き金支出の場合においては、その事由を具し所轄役所長の指揮を受けるものとする。
ただし現品は公売の上現金に換え積み置くものとする。
第十七項 この内法各項に定める所の違犯者がある時は、間切吏員立会い一同協議の上処分し、その旨所轄役所へ届け出るものとする。
第十八項 この内法に明文を掲げないといえども、砂糖取締上障害の件と認めるものは、すべてその時の協議に任せ適当の過料金を徴収することがあるべし。
第十九項 この内法は専ら糖業改良並びに貨物に対し世上の信用を得んがため設けたるものなれば、これを背くこと数度に及んで糖業者一般に不利を与えるものは一時糖業を停止することがあるべし。
第二十項 第七項に定める禁売買中、納糖はもちろん品質粗悪等にて間切において引き除けた分といえども、掟・頭・耕作当その員数取り調べ、惣耕作当あるいは下知人の検査封印を受け、適宜の場所へ格護し置き、解禁の月を待ち開封を得て売買するものとする。もしこれに違う者は左の通り過料金を徴収する。既にその売買に係る者は第七項に準じ処分するものとする。
一、砂糖主は10銭以上1円以下の金
一、掟は5銭以上50銭以下の金
一、頭は同上
一、耕作当は同上
第二十一項 各村々にて製造する砂糖高は一々帳簿へ、その時々役所へ届

The remaining portion shall be accumulated in the magiri and used for all sugar industry improvement expenses. When there are persons with exceptional merit in the aforementioned improvements, some portion may be given as rewards for encouragement. When disbursing the accumulated funds mentioned in this section, the reasons must be detailed and approval obtained from the head of the supervising government office.
However, actual goods shall be sold at public auction, converted to cash, and accumulated.
Section 17: When there are violators of the provisions in each section of these internal regulations, punishment shall be decided through deliberation by all parties with magiri officials in attendance, and the matter shall be reported to the supervising government office.
Section 18: Even though these internal regulations do not contain explicit provisions, for all matters deemed to obstruct sugar regulation, appropriate penalty fees may be collected at the discretion of deliberation at that time.
Section 19: These internal regulations were established specifically for sugar industry improvement and to gain public trust in products. Those who repeatedly violate these regulations and cause disadvantage to sugar producers in general may have their sugar operations temporarily suspended.
Section 20: During the prohibited trading period specified in Section 7, not only delivered sugar but also sugar excluded by the magiri due to poor quality must receive inspection and sealing by village officials, heads, and cultivators (with their numbers investigated) and chief cultivators or supervisors, be securely stored in appropriate locations, and await the lifting of the prohibition before opening and trading. Those who violate this shall pay penalty fees as follows. Those already engaged in such trading shall be punished according to Section 7.

1. Village officials: 5 sen to 50 sen

Section 21: The amount of sugar produced in each village shall be recorded in ledgers and reported to the government office from time to time
