To the Grand Inspector:
Those with domains of ten thousand koku or more who did not attend today due to illness or young age should, regarding the matter of era name change, send messengers to the residence of Senior Councilor Yamato-no-kami according to precedent. Those in their domains or estates should send express messengers immediately upon receiving word.
