通渇水之節者竹木枝葉伐入石土俵を以一滴
茂漏水等無之様ニ〆切用水引取候場所
ニ有之其上堰場之儀者苗代蒔入稲草植仕
付田方草 刈入収納相済候茂切外等不
仕其儘差置供訳者其時ニ堰場切外等仕
者地窪ニ相成翌年〆切之難渋二付矢
張其儘差置来候二付通船二相成候而ㇵ難渋

一右川通川除御普請所数ケ所御座候二付通船
之節大牛乱杭蛇籠等自然障ニ相成取除
候而ㇵ御普請不相保川欠欠所田畑石砂入二相
成候儀者眼前之儀二可有之殊ニ川通引舟
等仕候節川縁両端田畑并秣場等踏荒候
儀者歴然之儀二而誠ニ難渋仕候

渇水の時期には竹木の枝葉を伐り入れ、石や土俵を用いて一滴も
漏水することがないように堰き止めて用水を引き取る場所
であります。その上、堰場については苗代の種蒔き、稲の植え付け、
田方での草刈り、収穫が済んでも切り外し等は
行わず、そのまま差し置いている理由は、その時期に堰場の切り外し等を行う
と地面が窪んでしまい、翌年の堰き止めが困難になるため、やは
りそのまま差し置いてきているのです。通船が行われるようになれば極めて困難
を極めることになります。
一、右の川には川除けの御普請所が数ヶ所ございますが、通船
の際に大杭や乱杭、蛇籠等が自然と障害となり、これを取り除
かなければ御普請が保たず、川欠けや欠け所により田畑に石砂が入り込む
ことは目前の問題となるでしょう。特に川での引き舟
等を行う際には川縁両端の田畑並びに秣場等を踏み荒らす
ことは歴然とした問題であり、誠に困難を極めます。
一、同川については高山谷間が多く、僅かな雷雨でも
一時に満水となり、忽ち川瀬が変わる場所のため、通船と
なって今後御年貢米等を積み下すようになった場合、川路
等の状況が悪い時に急な道の修繕等の人足を命じられても、
人が少ない村々では、これまでになかった歩役等が嵩み、ますます困
窮する暮らしとなり困難を極めます。また天竜川の左右は田畑並びに
秣場であるため、土橋を数ヶ所架け置き、村々が自由に
通用しておりますが、通船のために取り払い等を行えば差し支え
困難を極めます。
一、私ども村々については山間部の辺鄙な土地であるため、農業のみで

to allow passage, the flood control works would not hold, resulting in river bank collapses and gaps that would cause stones and sand to flow into the rice fields and farmland,
which is an immediate concern. Particularly when towing boats
along the river, the trampling of rice fields and hay meadows on both banks of the river
is an obvious problem that would cause us serious difficulties.
1. Regarding this river, there are many high mountain valleys, and even with slight thunderstorms,
it quickly floods and the river channels change suddenly. If navigation were established
and annual tax rice were to be transported downstream in the future, when river routes
are in poor condition and sudden road repairs requiring laborers are ordered,
the villages with small populations would face unprecedented corvée labor burdens, leading to even greater impov-
erishment and extreme hardship. Moreover, since both sides of the Tenryu River consist of rice fields and
hay meadows, we have constructed several earthen bridges, allowing villages free
passage. However, if these were removed for navigation purposes, it would cause significant inconvenience
and extreme difficulties.
