而者難相続候間往古より中馬稼と唱へ江戸
表并甲州尾州三河郡村宿町へ所産物之
緒品附通駄賃稼仕御年貢上納夫喰足合
ニ仕百姓相続仕来候處此上右川通船ニ相成
候而ハ自然中馬荷物減少手薄ニ相成候而者
村々渡世を失ひ相続難行主誠ニ難渋仕候
一右川通之儀者往古より魚漁運上上納仕農
業之間簗数ヶ所相掛渡世仕候尤簗之
儀者場所により川幅一はいと掛浅候ニ付通
船ニ相成候而者魚漁運上ハ勿論村々渡世を

前書ヶ條を以て御愁訴奉申上候通此上通船

仕来之稼を失ひ辺土貧村《見せ消ち：ニ》弥増困窮ニ落入必至
と難渋難行主潰及退転候儀ハ眼前之儀と老
若共悲歎ニ暮罷在誠ニ歎敷奉存候間無余
儀今般右之段奉申上候何卒格別以御慈
悲右川通新規通船之儀者幾重ニも御寛免
被成下置村々向後之愁無之安堵と百姓相続仕候
様被仰付被下置度偏ニ奉願上候以上

では継続が困難であるため、往古より中馬稼ぎと称して江戸
表並びに甲州・尾州・三河の郡村・宿町へ所産物の
諸品を運送して駄賃稼ぎを行い、御年貢上納や日々の食料を賄
って百姓を続けてまいりました。この上右の川で通船が行われる
ようになれば、自然と中馬の荷物が減少して手薄となり、
村々が生業を失って継続が困難となり、誠に困難を極めます。
一、右の川については往古より魚漁運上を上納し、農
業の合間に簗を数ヶ所掛けて生業としております。もっとも簗に
ついては場所により川幅いっぱいに掛け渡しておりますので、通
船が行われるようになれば、魚漁運上はもちろん村々の生業を
失って困難を極めます。
前書の各条をもって御愁訴申し上げます通り、この上通船が

行われるようになれば、村々の百姓は御田地の用水はもちろん、自然と往古より
行ってきた稼業を失い、辺鄙な貧村がますます困窮に陥ることは必至で、
困難を極め継続困難となって潰れ退転に及ぶことは目前の問題と、老
若共に悲歎に暮れており、誠に嘆かわしく存じます。やむを
得ず今般右の件を申し上げます。何卒格別の御慈
悲をもって、右の川での新規通船については幾重にも御寛免
くださり、村々に今後の愁いがなく安心して百姓を継続できる
よう仰せ付けくださいますよう、ひとえにお願い申し上げます。以上

we cannot sustain ourselves, so since ancient times we have engaged in what is called nakauma transport, carrying local products
of various kinds to Edo,
as well as to counties, villages, and post towns in Kai, Owari, and Mikawa provinces, earning pack-horse fees to pay annual taxes and provide daily sustenance,
thus continuing our existence as farmers. If navigation on the aforementioned river were to commence,
naturally the nakauma cargo would decrease and become insufficient,
causing villages to lose their livelihood and making continuation difficult, truly causing us extreme hardship.
1. Regarding the aforementioned river, since ancient times we have paid fishing transport taxes and, between agricultural work,
have made our living by setting up several fish traps. Indeed, the fish traps
are stretched across the full width of the river in some locations, so if navigation
were to commence, we would lose not only the fishing transport taxes but also the villages' livelihood,
causing extreme difficulties.
Based on the aforementioned articles, we respectfully submit this petition. If navigation should

commence, the farmers of our villages would naturally lose not only the irrigation water for the lord's rice fields but also the trades
practiced since ancient times, and these remote impoverished villages would inevitably fall into even greater poverty,
facing extreme difficulties and inevitable collapse and abandonment, which is an immediate concern. Both old
and young live in sorrow, which we find truly lamentable. We have no
choice but to bring this matter to your attention at this time. We humbly beseech your extraordinary mercy
to grant complete exemption from the new navigation on the aforementioned river,
so that our villages may continue as farmers without future worries and in peace,
and we earnestly petition for your favorable consideration. The above.
