信州伊奈郡神子柴村年寄孫市外壱人より為国
益諏訪湖水より遠州掛塚迄天龍川一円通船仕度
趣奉願上候ニ付同郡辰野村外弐拾九ケ村御吟味ニ
相成候間新規通船有之候而ハ村々田畑作付者
勿論其外先荷より仕来又者中馬稼方ニ付差
障ニ相成難渋之旨申立候間双方ニ御利解被
仰聞難有奉存候依之御猶予奉願上懸合之
上左之通取極ニ御座候

信州伊奈郡神子柴村年寄孫市外一人より国の
利益のため諏訪湖水より遠州掛塚まで天竜川一円通船を行いたい
旨をお願い申し上げましたところ、同郡辰野村外二十九ヶ村の御吟味に
なりました。新規通船があれば村々の田畑作付はもち
ろん、その外従来より行ってきた荷運びや中馬稼業に支
障をきたし困難を極める旨申し立てましたところ、双方に御理解を求める
お達しをいただき、ありがたく存じます。これにより御猶予をお願い申し上げ、話し合いの
上、左の通り取り決めいたします
一 天竜川通船願の件については諏訪湖水より遠州
掛塚湊までのことですが、右の川筋には川除普請
箇所が数ヶ所ございますので、決して支障のないこと

We humbly petition you with this written document
From Komaichi, village elder of Mikoshiba Village in Ina County, Shinshū Province, and one other person, a petition was submitted requesting to operate navigation throughout the Tenryū River from Lake Suwa to Kaketsuka in Tōtōmi Province for the benefit of the nation. Consequently, Tatsuno Village and twenty-nine other villages in the same county were subjected to examination. We stated that if new navigation were to be established, it would not only affect the cultivation of village rice fields and other crops but would also obstruct our traditional cargo transport and nakauma pack-horse operations, causing us extreme hardship. Both parties were graciously informed of your understanding, for which we are deeply grateful. Therefore, we petition for a postponement, and after discussions, we have reached the following agreements:
1. Regarding the petition for navigation on the Tenryū River from Lake Suwa to Kaketsuka port in Tōtōmi Province, since there are several locations along the river requiring flood control construction work, there shall be absolutely no obstruction [to such work].
