段々申し上げたところ、その趣旨を書付に申し付けられ、印形を差し上げたことにより、願いの通り中馬稼業が叶う義と存じます。それより以来、大山村にて中馬三疋、伊那村にて六疋、菅沼村にて三疋を稼がせております。
しかるところ、この度の御吟味の上でお申し聞かせになったのは、先達て御普請役中、鑑札の御調査があっただけで、いよいよ稼業すべき旨のお申し渡しの後もございません。殊に

中馬村数は六百七十八ヶ村の御定めでありますところ、これまで無鑑札にて中馬稼業を致した段、不埒につき、一同厳しく御調査をお置きになられます。もし背くことがあれば、御科を申し付けられるでしょう。よって御請け証文を差し上げ申すところ、件の如くです。

Having made various petitions, we were ordered to submit a written statement of our intentions and provided our seal, whereby we believe that the chūma business was granted as requested. From that time forward, we have been operating three packhorses in Ōyama village, six horses in Ina village, and three horses in Suganuma village.
However, what was announced following this recent official inquiry was that there had only been an investigation of licenses by the public works officials earlier, and there has been no subsequent official directive stating that we should definitely engage in the business. Moreover,

the number of chūma villages is established at six hundred and seventy-eight villages, yet our having conducted the chūma business without licenses until now is improper, and therefore all [villages] are being subjected to strict investigation. If any should violate [the regulations], official punishment will be imposed. Therefore, we submit this pledge document as stated herein.
