官吏を交代で駐住させて命令を監視した。これはちょうど列国諸侯が徳川氏に対したのと同様である。官職の設置や職務の制定、制度の制定や刑政に至るまでは、すべて国王の処分に任せた。これもまた諸藩が国内の改革を行うのと同様で、徳川氏がその大勢を統制したのである。しかし島津氏は別に官吏を派遣して全島を監視した。城市が災害に見舞われれば木材を施与し、年が凶作や飢饉に遭えば金穀を賑恤貸与した。このように愛育保護した方法は一つや二つではなかった。明治四年冬、藩命により貞馨が国王に注意勧告し、繁文を省き虚礼を除いて、おおよそ朝廷の軌度に従うよう諭した。島津氏の貸付金は積もって数万に至り、沖縄がこれを債務として負っていたが、貞馨はその証券を持参して国王に返還した。国王は感激して喜んだ。そこで島民の滞納租税十数万金を免除し、すべて諭された議に従った。翌年七月に使者としての事務を完了して帰国した。

They stationed officials in rotation to oversee and carry out orders. This was similar to how the various feudal lords related to the Tokugawa clan. Regarding the establishment of government positions, definition of duties, creation of institutional systems, and criminal administration, everything was left to the disposition of the king. This was also similar to how various domains conducted internal reforms, while the Tokugawa clan controlled the overall situation. However, the Shimazu clan separately dispatched officials to monitor the entire island. When cities suffered disasters, they provided timber; when years brought poor harvests or famine, they provided relief loans of money and grain. The methods by which they provided care and protection were numerous. In the winter of Meiji 4 (1871), under domain orders, Sadayoshi advised the king to reduce bureaucratic formalities, eliminate empty ceremonies, and generally conform to the court's standards. The Shimazu clan's loans had accumulated to several tens of thousands, which Okinawa bore as debt, but Sadayoshi brought the loan certificates and returned them to the king. The king was deeply moved and rejoiced. He then forgave the islanders' delinquent taxes of over one hundred thousand gold pieces and completely followed the advised proposals. In July of the following year, he completed his mission and returned home.
