　従前の冊封では、造船を重大事とした。前の冊封を歴考すると、各地から木材を採取し、夫役を動員し、工場を開いて監造し、官庫を費やした。奸吏が手を借りて、弊害を作ることに窮まりがなかった。時を経て年を重ね、その事がようやく成し遂げられた。前明から本朝冊封の始まりに至るまで、その煩雑な費用と遅延の久しさは、前後一様であった。康熙二十一年、使臣汪楫・林麟焻は、現有の二戦艦を取ってこれに充てた。前の弊害がようやく絶えた。今に至って三十余年、区宇は昇平で、海浜は航行に便利である。沿海の県鎮には、巨大な

　In previous investitures, shipbuilding was considered a major undertaking. Upon examining the historical records of previous investitures, timber was collected from various regions, corvée laborers were mobilized, shipyards were opened for supervised construction, and official treasuries were depleted. Corrupt officials took advantage of the situation, creating endless abuses. Time passed and years accumulated before the task was finally accomplished. From the previous Ming dynasty to the beginning of our dynasty's investitures, the troublesome expenses and prolonged delays remained consistent throughout.
