聖上（天皇陛下）の御誕生日に毎年この日を天長節とし、群臣に酒宴を賜い、天下の刑罰を停止免除し、民衆とともに慶福を共有するという旨が一昨年に布告されたところ、まだ末端まで御意向が行き渡っていない向きもあるということで、府藩県ともにこの趣旨を体して、民衆一同が御誕生日をお祝いするようにせよとの旨を改めて通達する。

His Majesty the Emperor's birthday shall be celebrated annually as Tenchō-setsu (Emperor's Birthday Festival), with banquets granted to court officials, suspension and exemption of punishments throughout the realm, and sharing of celebratory blessings with the people. This was proclaimed two years ago, but there are still areas where His Majesty's intentions have not fully penetrated to the grassroots level. Therefore, all prefectures, domains, and counties shall embody this principle and ensure that all people celebrate His Majesty's birthday together. This directive is hereby reissued.
