右之趣在町社寺共可被相触候以上
九月晦日
一鴉片煙草の儀者兼而厳禁之処
猶又今般販売鴉片煙律御定ニ相成
各港在留之支那人江も厳重禁止
被 仰出候且薬用二供シ候生鴉片
たり共勝手ニ取扱候儀不相成別紙之通
元扱規則をも被為在候條各地方
官ニ於而茂管内人民末々迄心得違
無之様屹度取締可致事
庚午八月 太政官

押し置き早々訴え出るべく候
右の趣、在町社寺共に相触れらるべく候以上

一、阿片煙草の儀は兼ねて厳禁のところ
なお又今般販売阿片煙律御定に相成り
各港在留の支那人へも厳重禁止
仰せ出だされ候かつ薬用に供し候生阿片
たりとも勝手に取り扱い候儀相成らず別紙の通り
元扱規則をも為在られ候条各地方
官においても管内人民末々まで心得違い
無きよう屹度取り締まり致すべき事

英語訳
[Regarding the previous matter] report immediately without delay.
The above matter shall be announced to all temples and shrines in town.
September 30th
1. Regarding opium tobacco, which has been strictly prohibited for some time,
furthermore, regulations for the sale of opium have now been established,
and strict prohibition has been declared for Chinese residents
at each port. Moreover, even raw opium for medicinal use
may not be handled freely, and handling regulations
have been established as shown in the separate document. Therefore, local
government officials must strictly control [opium] so that all people
under their jurisdiction, down to the common folk, do not misunderstand [the regulations].
