その頃足利義輝公が近江志賀の別業へ引きこもり中、主食に毒を盛られ、政道を怠りがちになり、あまつさえ禁廷より預けておかれる太政官の御璽印が紛失して行方知れず、今詮議最中であるという噂を五右衛門が聞き出して大いに喜び、手下の浮浪者どもに言いつけて、上級武士の装束を奪い取らせ、偽の勅使となって足利家へ入り込み、紛失した太政官の御璽印を受け取ろうと、勅状を偽造して困らせ、内裏の金子を思うさまつかみ取りにして帰ろうと、その用意をしたのであった。

Around that time, when Lord Ashikaga Yoshiteru had withdrawn to his villa in Shiga, Ōmi Province, and had been poisoned in his food, causing him to neglect governance, moreover the Great Council of State's official seal entrusted by the Imperial Court had gone missing and its whereabouts were unknown—while this matter was under investigation, Goemon learned of these rumors and was greatly pleased. He ordered his band of vagrants to steal the garments of high-ranking samurai, and disguising himself as a false imperial messenger, planned to infiltrate the Ashikaga household. His scheme was to claim he had come to retrieve the missing official seal of the Great Council of State, forge imperial edicts to cause confusion, and make off with as much gold as he could grab from the Imperial Palace. Such were the preparations he made.
