先年松前エ来ル節都テ通商ハナリ難キヿヲモ一通リ
申渡シ国 唱（本ノマヽ）フルモノ我国ノ仮名ニ似タル事ヲ許サス
第一松前ノ地ハ異国ノ事ヲ官府ニ申ス所ニ非ス若シ此上其
国ニ残リシ漂流人ヲ連来ルカ或ハ又申願旨ナトアリトモ松前ニ
テハ決シテ事通セサル間右ノ旨長崎ハ異国ノ事ニ與ル地ナ
ル故議スル事モ有ヘシトテ長崎ニ到ル為ノ信牌ヲ与ヘシナリ
然ルヲ今国王ノ書ヲ持来ル事ハ松前ニオヒテ申渡シタル
旨弁ヘ難キニヤアラン是偏ヘニ域ヲ異ニシ風土等シカラヌ
故ニ通シ難キ事シカリ此度改メテ政府ノ旨ヲ受テ申渡
ス事件ノ如シ殊ニ船中薪水ノ料ヲ与フ然ル上ハ我国ニ近キ

行届家来共も出精相勤由に候兼々申付方宜故と

於御白書院椽頬老中列座下野守申渡之

先年松前へ来た際に、すべて通商は成り難いことも一通り
申し渡し、国号を唱えるものが我が国の仮名に似ることを許さず、
第一、松前の地は異国の事を官府に申す所ではない。もしこの上その
国に残った漂流人を連れて来るか、或いはまた申し願いの旨などがあっても、松前で
は決して事を通さない間、右の旨、長崎は異国の事に関わる地であ
る故、議論することもあるだろうということで、長崎に到るための信牌を与えたのである。
それなのに今、国王の書を持って来ることは、松前において申し渡した
旨を理解し難いのであろうか。これはひとえに地域を異にし、風土等しからぬ
故に通じ難い事である。今度改めて政府の旨を受けて申し渡
す事件のようである。特に船中の薪水の料を与える。そうである上は我が国に近い

島などにも決して船を繋いではならない。早く地方を離れて
速やかに帰帆すべきである。

When they came to Matsumae in previous years, we thoroughly
communicated that all trade would be difficult, and we do not permit them to use country names that resemble our nation's kana script.
First of all, Matsumae is not a place to report foreign affairs to the government. Even if they bring
the castaways remaining in that country, or if there are other petitions, Matsumae
will absolutely not handle such matters. For this reason, since Nagasaki is a place that deals with foreign
affairs and may have discussions about such matters, we gave them a letter of passage to reach Nagasaki.
Yet now, bringing the king's letter shows that they find it difficult to understand what was
communicated at Matsumae. This is entirely because we differ in territory and climate,
making communication difficult. This time, it appears to be a matter requiring us to receive and communicate the government's intentions anew.
We particularly provide provisions of firewood and water for their ship. Under these circumstances, they must absolutely not anchor their ships at islands near our country

or anywhere else. They should quickly leave this region and
promptly sail back home.

Regarding the Russian ship that arrived at Nagasaki, personnel were dispatched to that place, and all matters
were handled properly, with retainers also serving diligently.
This is thought to be due to the good management that has been consistently implemented.
This matter should be communicated as
the lord's will.
