大臣は5月8日付けで前述の説得の状況を詳しく報告し、かつ分営設立は当該藩が受け入れるか否かに関わらず実施すべきである旨、および清国への朝貢使・慶賀使等を廃止させたいことについて、現在の政府方針に基づいて基準を定め、実施の順序を設けたい旨を上申した。政府はそこで、その朝貢・慶賀使および冊封ならびに福州にある琉球館等を廃止すべきこと、かつ藩王の謝恩上京ならびに藩政の改革・官員派遣等の件々はすでに許可していることから、着手の順序・緊急度等はなお調査してあらためて伺い出るべき旨の指令があった。《注記：詳細は第一回琉球奉使始末にあり》
同5月、政府は琉球藩が清国に朝貢し、および代替わりに冊封を受ける等のことを禁止するため、内務大丞松田道之に派遣の命を下した。松田大丞は着手の順序・緊急度等を調査して政府に決裁を仰ぎ

6月12日に当該藩吏池城親方・与那原親方等とともに東京を発し、7月10日に琉球に到着した。
同14日、松田大丞はその副行である伊地知貞馨等とともに首里城に入り、御達書を渡した。この時、藩王が病気のため、その弟の今帰仁王子を代理とした。御達書は以下の通りである。
琉球藩
その藩の件について、従来隔年朝貢と称して清国へ使節を派遣し、あるいは清帝即位の際に慶賀使を派遣する慣例があるとのことであるが、今後は停止する。
藩王代替わりの際、従前清国より冊封を受けてきたとのことであるが、今後は停止する。

The Minister submitted a detailed report on May 8th regarding the circumstances of the aforementioned persuasion, stating that the establishment of a branch garrison should be implemented regardless of whether the domain accepts it or not, and that he wished to abolish tribute missions and congratulatory missions to Qing China. He requested to establish standards based on current government policy and set up an order of implementation. The government then issued instructions that tribute and congratulatory missions, investiture ceremonies, and the Ryukyu館 in Fuzhou should be abolished, and that matters such as the domain king's trip to Tokyo to express gratitude, domain administration reform, and dispatching officials had already been approved, so the order and urgency of implementation should be further investigated and reported again. 《Note: Details are found in the First Ryukyu Mission Records》
In the same month of May, the government issued orders to dispatch Interior Ministry Deputy Minister Matsuda Michiyuki to prohibit the Ryukyu domain from paying tribute to Qing China and receiving investiture upon succession. Deputy Minister Matsuda investigated the order and urgency of implementation and sought government approval.

On June 12th, he departed Tokyo together with domain officials Ikegusuku Pēchin and Yonabaru Pēchin, arriving in Ryukyu on July 10th.
On the 14th of the same month, Deputy Minister Matsuda entered Shuri Castle together with his deputy Ijichi Sadayoshi and others, and delivered an official notice. At this time, due to the domain king's illness, his younger brother Prince Nakijin served as proxy. The official notice was as follows:

Regarding your domain's affairs: while there has been a custom of dispatching envoys to Qing China under the name of "biennial tribute" and sending congratulatory missions on occasions such as the enthronement of Qing emperors, these practices shall be discontinued from now on.
Regarding the practice of receiving investiture from Qing China upon the succession of domain kings, this shall also be discontinued from now on.
