Should any fail to return by year's end, the guarantors and five-person groups shall immediately report this. Even when they return without incident, reports must be submitted to the supervising authority.
Additional note: Even if they have small landholdings, to prevent the fields from becoming neglected, they should be entrusted to others. For personally cultivated portions, wives and children shall be instructed to ensure they are not treated carelessly before departure.
