I had a temporary shelter built on the shore, had a meal cooked, and in order to become acquainted with the Russians and forge a bond with them, I invited them and treated them to food. They praised it greatly and were much delighted. The following day, I sent word that they should come, as I had matters to clarify by order of command. They came at once. Here I raised my voice and said: "By order of command, there are matters I must inquire into, and so you must all gather here. For what reason do you cross into the territory of Japan?" The Russians answered, saying: "In the summer of the year of the Snake [巳年], we crossed the sea to 'Urutsufu' (Urup) Island for the purpose of hunting and fishing, when we fell into a violent dispute with fellow crew members, to the point that our very lives were in danger, and so

The full details of this matter are exceedingly complex, and as there is a separate document written about it, I have omitted the details here. For reasons that existed, I brought two of the three Russians with me and returned to "Kunashiri" (Kunashir) Island. Arriving at the *unyōya* (trading post) on "Kunashiri Island," the officials concluded their deliberations, and the Matsumae retainer conveyed the terms of the command to the Russians: "It is strictly forbidden to allow foreigners to enter the territory of Japan. Therefore, you must return to your home country with all haste." This was formally declared to them. The home country and names of these two individuals are as follows:
