……は禁制であるなどと、その罪は私にあるとして、松前家から大いに憎まれたことは、是非もない次第である。この蝦夷の国は今やすでに開国の時機が熟し、やがては立派な国ともなるべきであるから、松前家が憎んだことも（いずれは）解けるであろう。その禁制の品々を聞いてみると、いずれも人の道（仁道）に反して、国民（土人）たちの大きな災害となるものばかりが数多くある。これらのことについても、機を得て書き記しておこうと思っているところである。
前章に述べたように人道に反する禁制があるとはいえ、近年「ヲロシヤ（ロシア）」国の赤人（ロシア人）が数多く海を渡り、かの国の法令を示して（蝦夷の土人を）撫育し教え導くので、土人たちは大いになついて「ヲロシヤ」国の風

俗に感化されてしまった。いかほど松前家が禁制しようとも、相手は大国であるから（松前の禁制が）届くことはできまい。俗にいう「大海を手で防ぐ」とはこのことをいうのであろう。（蝦夷の）開国の時が至ったと思われるのである。私もまた日本国に生まれた者として、前後の分別もなく、義に迫られてここに記したものである。

…is prohibited, and the fault lies with me — that I came to be greatly despised by the Matsumae domain is a matter that cannot be helped. This land of Ezo has already reached a ripeness for opening, and it should before long become a fine country; thus the enmity of the Matsumae domain should eventually dissolve. When I hear of the various items that are prohibited, I find that nearly all of them run contrary to the way of humanity (jindō) and constitute many sources of great harm and calamity to the native people. On these matters too, I intend to set things down in writing when the opportunity arises.
Although, as described in the preceding chapter, there exist prohibitions that run contrary to the way of humanity, in recent years great numbers of "Oroshiya" (Russian) redheads have crossed the sea and, showing the laws of their country and nurturing and instructing the natives with care, the native people have taken greatly to them and become assimilated into the customs of "Oroshiya."

No matter how strictly the Matsumae domain prohibits such things, since the other party is a great nation, their prohibitions cannot reach. What the common saying calls "trying to hold back the ocean with one's hands" aptly describes this situation. It would seem that the time for the opening of Ezo has arrived. As one who has also received life in the land of Japan, without heed for the consequences, and pressed by a sense of duty, I have set this down here.
