現代語訳
近年、諸国の産物の運送が滞り、物価の高騰がますます増加し、国内の流通が不便となっている。このような状況を取り締まるため、江戸・大坂の両所において、荷主たちから御国産役所へ所定の手続きを行うこととなった。右両所において、荷主から諸問屋へ送られる荷物には、送り状を照合・改めの上、負印（割印）を押して渡し、売り捌きの方法についてはこれまでの通りに取り計らうこと。その他、各湊（港）については、御料（幕府領）においては両〔国産〕役所が、私領においては役場において〔改印を〕押し、諸両所においても外〔の港〕においても同様に支配役所・私領分の役場においても、帆船の分については御国産改所へ荷物の員数（数量）の出入りとも〔申告すること〕。

In recent years, the transport of regional products throughout the country has been stagnating, causing prices to rise ever further and making domestic distribution increasingly inconvenient. To address this situation, both shippers and the designated Regional Products Office (Gokokusan Yakusho) in Edo and Osaka are to carry out the prescribed procedures. At these two locations, shipments sent from shippers to various wholesalers (toiya) shall be verified against their accompanying shipping documents (okurijō), stamped with a certification seal (oiin), and then forwarded; the method of sale shall be handled as before. Regarding ports and harbors: in shogunate-controlled territories (goryō), the [Regional Products] Office shall apply the official seal; in privately-held domains (shiryō), the domain office shall do the same. Similarly, at other locations and their respective administrative offices and domain offices, ships under sail are required to report to the Regional Products Inspection Office (Gokokusan Aratamesho), declaring the quantities of goods both incoming and outgoing.
