惣出仕にて内藤権大参事ゟ左之通
御達有之且親書御読上何レも慎て
致拝聴候
知事様去ル十四日被免

詔書
朕惟フニ更始ノ時ニ際シ内以
億兆ヲ保安シ外以テ万国ト対峙
セント欲セハ宜ク名実相副ヒ政令
一ニ帰セシムヘシ朕曩ニ諸藩奉
還之儀ヲ聴納シ新ニ知藩事ヲ
命シ其職ヲ奉セシム然ルニ数百年
因習ノ久キ或ハ其名アリテ其実
挙ラサル者アリ何ヲ以テ億兆ヲ
保安シ万国ト対峙スルヲ得ンヤ
朕深ク之ヲ慨ス仍テ今更ニ藩ヲ
廃シ県ト為ス是務冗ヲ去リ
簡ニ就キ有名無実ノ弊ヲ
除キ政令多岐ノ憂無ラシ

一 昨夜東京から御飛脚が到着したところ、今日
全員出勤で内藤権大参事から以下の通り
お達しがあり、また親書をお読み上げになり、皆謹んで
拝聴いたしました。
知事様は去る十四日に免官
されました。
詔書
朕が思うに、維新の時に際して、国内では
億兆の民を保護し安定させ、対外的には万国と対峙
しようと欲するなら、名実が相伴い、政令が
一つに統一されるべきである。朕は以前に諸藩の版籍
奉還を聴き入れ、新たに知藩事を
命じ、その職務を執らせた。しかしながら数百年来の
因習が長く続き、名目はあってもその実態が
伴わないものがある。これでは何をもって億兆の民を
保護し安定させ、万国と対峙することができようか。
朕は深くこれを憂慮する。よって今改めて藩を
廃止し県とする。これは無駄を省き
簡素にして、有名無実の弊害を
除き、政令が多岐にわたる憂いを無くすためである。

One Last night a courier arrived from Tokyo, and today
with everyone in attendance, Acting Senior Councilor Naitō issued
the following directive, and also read aloud a personal letter, which we all respectfully
listened to with reverence.
His Excellency the Governor was dismissed
on the 14th of this month.
Imperial Edict
We consider that at this time of renewal, if We wish to
protect and secure Our hundreds of millions of subjects internally and to confront
all nations externally, it is proper that name and reality should correspond and that government orders
should be unified. We previously accepted the return of domain registers
by the various domains and newly appointed
domain governors to carry out those duties. However, after several hundred years of
long-established customs, there are cases where the name exists but the reality
is not achieved. How then can We protect and secure Our hundreds of millions of subjects
and confront all nations?
We deeply lament this situation. Therefore, We now abolish the domains
and establish prefectures in their place. This is to eliminate redundancy and
adopt simplicity, to remove the evils of having名 without substance,
and to eliminate concerns about divergent government orders.
