無拠斬伐之儀者木品寸間ヲ改メ
価ノ当否ヲ正シ伐採セシメ不苦事

一 鉄道幷船艦製造官舎営繕用
水路樋橋梁堤防等木竹ヲ斬伐
スルハ事宜ニ寄其筋ノ官員可差
出儀モ可有之候得共官庁於テ
取計ノ分ハ其懸リ之官員点検
濫伐ヲ可禁事

一 松杉檜栂槻樫栗樟／山毛欅（ブナ）
シヨウシ等之木材者国家必用之
品ニ付精々培養イタシ私林タリトモ
深切愛育之意ヲ可加事

現代語訳
なる箇所は培養し、目先の小利益に
よって切り倒したり斬伐してはならないこと
第二条
一 立ち枯れ、根返り、風雪による折損、朽ち腐った木で交通を
妨げ、田畑や良木を害する等の類で
やむを得ず斬伐する件については、木の品種・寸法を調べ、
価格の適否を正し、伐採させても差し支えないこと
第三条
一 鉄道並びに船艦製造、官舎営繕用、
水路・樋・橋梁・堤防等の木竹を斬伐
するのは事情により、その筋の官員を派遣
することもあろうが、官庁において
取り計らう分については、その担当の官員が点検し、
濫伐を禁止すること
第四条
一 松・杉・檜・栂・槻・樫・栗・樟・山毛欅（ブナ）・
ショウシ等の木材は国家必要の
品につき、精々培養いたし、私林であっても
深く大切に愛育の意を加えること

One Pine, cedar, cypress, hemlock, zelkova, oak, chestnut, camphor, beech,
and shōshi trees are essential materials for the nation,
therefore they should be carefully cultivated, and even in private forests
deep care and loving nurturing should be applied
