（前頁より続く）——神とも知らず、単衣の神は米の神とも知らず、（それが）夷狄であってこそ浅ましいことよ。それゆえ蝦夷国は、この因縁によって米穀のできないことが道理である。

Thus, it is entirely reasonable that, owing to this karmic circumstance, rice and grain cannot be cultivated in Ezo.
Beyond this, even in the tales told among the people of Ezo about the origins and history of old, they are ashamed of being barbarians, they humbly step back and show a deep longing for Japan. For this reason, if they are nurtured, guided, and given proper instruction through official orders, they could swiftly be transformed into good subjects (*ryōmin*) — such is the tenor of the present times. If one seizes upon this moment to inaugurate the great undertaking of opening the land, then without extraordinary effort, the ultimate opening and success of the country will be achieved without doubt, and it shall become a most excellent land.
