was finally banished, and Shikeshi Maro was exiled to Tosa Province. In the ninth month, a person named Aso Maro from Dazaifu, seeing Dōkyō's strong influence, flattered and fawned upon him, claiming to speak an oracle from Usa Hachiman: "If Dōkyō is placed on the imperial throne, the realm will be at peace." Dōkyō was delighted and reported this to the Emperor. Though the Emperor's love for Dōkyō was extreme, since the matter of imperial succession was not a private affair, she declared that an imperial envoy should be sent to Usa to decide according to the divine oracle. Dōkyō replied that this would be appropriate. The Emperor summoned Wake no Kiyomaro and said: "There has been a divine revelation from Hachiman Daijin in a dream.
