現代語訳
より七代目。左大臣冬嗣の子である。後に忠仁公と申すのはこの人である。六月、豊後国より白亀を献上した。これは目出度いものであるとして、百官が祝い奉った。これにより、年号を嘉祥と改められた。総じて亀は霊物であることから、元正天皇の霊亀の年号も、聖武天皇の神亀も、光仁天皇の宝亀も、皆亀を献上することにより改元された。
二年四月、渤海の使者王文矩等が来朝した。鴻臚館に居住させた。良岑宗貞を勅使として、往いて労った。宗貞は安世の子で、天皇の近臣である。五月、文矩等が参内し、宴を賜った。その後、小野篁等を勅使として、勅書を給して帰国させた。十月、天皇四十歳の賀が行われた。皇太后からも、太子からも、様々な物を献上された。十二月、洛中を行幸されて、銭や米を貧者に給った。

[He was] seven generations [descended] from [Fujiwara no Kamatari]. He was the son of Left Minister Fuyutsugu. The one later called Tadahito-kō is this person. In the sixth month, a white turtle was presented from Bungo Province. This was considered an auspicious thing, and all the officials celebrated it. Due to this, the era name was changed to Kashō. Generally speaking, because turtles are sacred creatures, the era name Reiki under Empress Genshō, Jinki under Emperor Shōmu, and Hōki under Emperor Kōnin were all changed due to the presentation of turtles.
In the fourth month of the second year, an envoy from Balhae, Wang Wenqu and others, came to court. They were lodged at the Kōrōkan guest house. Yoshimine no Munasada was sent as imperial envoy to go and welcome them. Munasada was the son of Yasuyo and a close retainer of the emperor. In the fifth month, Wenqu and others entered the palace and were granted a banquet. Afterward, Ono no Takamura and others were sent as imperial envoys, given imperial letters, and [the Balhae delegation] returned to their country. In the tenth month, the emperor's fortieth birthday celebration was held. Various gifts were presented from both the Empress Dowager and the Crown Prince. In the twelfth month, the emperor made a progress through the capital and distributed money and rice to the poor.
