八年三月、右大臣良相の百花亭へ行幸された。閏三月朔日、良房の邸宅へ行幸され、様々な御遊があった。同月十日の夜、応天門が焼失した。放火ではないかという沙汰があったが、火災が起きた理由は分からなかった。この頃、良房は折々出仕し、政務は良相に任せられていた。この時、大納言伴善男という者がいた。大臣の地位を望んでいたが、その欠員がなかったため、左大臣源信を退けることができれば、良相が左大臣となり、自分が右大臣になれると考えて、応天門が焼けたのは左大臣の所業であると訴え出た。良相はこれを信じて、善男と同道し、陣座へ出て、参議中将基経を呼んで、「左大臣に謀反の心があって応天門を焼いたのだ。急いで赴いて糾明せよ」と言った。基経はこれを聞いて、「太政大臣はこの事をご存知でしょうか」と問うた。良相は「この頃、太政大臣はもっぱら仏法を信じ（ておられる）」と答えた。

In the third month of the eighth year, the Emperor made an imperial visit to the Hyakka-tei pavilion of the Minister of the Right, Yoshimi. On the first day of the intercalary third month, he made an imperial visit to Yoshifusa's residence, where various entertainments were held. On the night of the tenth day of the same month, the Ōtenmon Gate was destroyed by fire. There was talk that it might have been arson, but the cause of the fire remained unknown. Around this time, Yoshifusa only occasionally attended court, and the affairs of government had been entrusted to Yoshimi. At this time, there was a man called Tomo no Yoshio, a Major Counselor. He desired to become Minister, but there being no vacancy, he thought that if he could remove the Minister of the Left, Minamoto no Makoto, then Yoshimi would become Minister of the Left and he himself could become Minister of the Right. He therefore accused the Minister of the Left of being responsible for burning the Ōtenmon Gate. Yoshimi believed this, and together with Yoshio, went to the Jinnoза (the guards' chamber) and summoned Consultant Middle Captain Mototsune, saying: "The Minister of the Left harbors treasonous intent and has burned the Ōtenmon Gate. Go there at once and conduct an investigation." Upon hearing this, Mototsune asked: "Is the Grand Minister aware of this matter?"
