十四年正月、小内記の菅原道真等をして渤海の使者に挨拶させた。道真は菅丞相（菅原道真）である。二月、右大臣藤原氏宗が薨去した。三月、良房に病があり、銭五十万を賜って祈祷の料とした。また得度者八十人を賜った。僧正真雅が法務に任じた。五月、渤海の使者が京に入り、鴻臚館に居らしめて宴を賜った。在京の間、在原業平等が勅使として赴いてねぎらった。その他文人等も赴いて参会した。都良香もその挨拶を行った。良香は博学の人である。その後、使者は勅書を賜ったが、参内するには及ばず、鴻臚館より帰国した。鴻臚館とは玄蕃寮のことである。異国人を置く所である。東寺の羅城門の辺りにある。
八月、源融が左大臣となる。藤原基経が右大臣（となる）。

In the first month of the fourteenth year, Junior Court Scribe Sugawara no Michizane and others were appointed to greet the envoys from Balhae. Michizane is the same person as Chancellor Kan (Sugawara no Michizane). In the second month, Right Minister Fujiwara no Ujimune died. In the third month, Yoshifusa fell ill, and five hundred thousand coins were granted for the cost of prayers and rituals. In addition, eighty persons were permitted to take religious vows. Monk Shinga was appointed to the position of Hōmu (Chief Ecclesiastical Administrator). In the fifth month, the envoys from Balhae entered the capital and were lodged at the Kōroku-kan, where they were entertained with a banquet. During their stay in the capital, Ariwara no Narihira and others went as imperial envoys to welcome and honor them. Furthermore, various men of letters visited and gathered with them. Miyako no Yoshika also performed greetings on this occasion. Yoshika was a man of great learning. Afterward, the envoys received an imperial letter but were not required to have an audience at the imperial palace, and returned to their country from the Kōroku-kan. The Kōroku-kan is the same as the Genban-ryō (Bureau of Foreign Affairs), a place where people from foreign lands are accommodated. It is located near the Rajō-mon gate of Tō-ji temple.
In the eighth month, Minamoto no Tōru became Left Minister, and Fujiwara no Mototsune became Right Minister.
