（藤原基経が右大臣）となった。九月二日、大政大臣従一位藤原良房が薨去した。享年六十九歳。正一位を贈り、美濃公に封じ、忠仁公と謚した。源融と基経が左右大臣として政務を執ったとはいえ、威権はもっぱら基経にあった。
十六年二月、新たに道場を建てて貞観寺と号した。大斎会を設けられた。四月、淳和院が焼亡した。その火が飛んで内裏に至った。基経らが急いで参って火を防ぎ、早く鎮まった。淳和院は淳和天皇が位を退いた後にお住まいになっていた場所である。
十七年正月、冷然院が焼亡した。これは嵯峨天皇の隠居所である。納め置かれていた文書、その他の財宝はすべて失われた。大原雄広という者が火を防いで焼け死んだ。四月、天皇が五経・史記・群書治要を読まれた。菅原是善、菅野佐世、大江音人らがお教え申し上げた。

(Fujiwara no Mototsune became Right Minister.) On the second day of the ninth month, Grand Minister of State, Senior First Rank Fujiwara no Yoshifusa died. He was sixty-nine years old. He was posthumously granted Senior First Rank, enfeoffed as Lord of Mino, and given the posthumous name Chūjin-kō. Although Minamoto no Tōru and Mototsune held the positions of Left and Right Ministers and administered the government, actual authority rested exclusively with Mototsune.
In the second month of the sixteenth year, a new hall of worship was built and named Jōganji Temple. A Great Buddhist Assembly was established there. In the fourth month, the Junna-in Palace was destroyed by fire. The flames spread and reached the imperial palace. Mototsune and others rushed to the scene and suppressed the fire, bringing it quickly under control. The Junna-in was the residence where Emperor Junna had lived after his abdication.
In the first month of the seventeenth year, the Reizen-in Palace was destroyed by fire. This had been the retirement residence of Emperor Saga. Documents stored there, along with other treasures, were all lost. A man named Ōhara no Ohiro tried to fight the fire and died in the flames. In the fourth month, the Emperor read the Five Classics, the Records of the Grand Historian, and the Qunshu Zhiyao. Sugawara no Koreyoshi, Sugano no Sukeyo, and Ōe no Otondo and others served as his instructors.
