十八年四月十日、大極殿およびその他の殿門の多くが焼失した。放火の疑いがあったため、勇士に命じて洛中を巡検させた。五月、伊勢ならびに賀茂・松尾の社へ勅使を遣わし、大極殿焼失のことを申し上げた。七月、大極殿を造営した。十一月、天皇は位を第一皇子の貞明親王に譲られた。右大臣基経に摂政を行わせること、忠仁公（良房）の先例のようにされた。十二月、清和に太政天皇の尊号を奉った。後に水尾の山にお入りになったことにより、水尾の帝とも申し上げる。年号は貞観、在位十八年。

In the eighteenth year, on the tenth day of the fourth month, the Daigoku-den Hall and many other palace gates burned down. As arson was suspected, soldiers were ordered to patrol the capital. In the fifth month, imperial envoys were dispatched to the Ise Shrine and the Kamo and Matsunoo Shrines to report the destruction of the Daigoku-den Hall. In the seventh month, the Daigoku-den Hall was reconstructed. In the eleventh month, the Emperor abdicated in favor of his first imperial prince, Prince Sadaakira. Right Minister Mototsune was made regent, following the precedent set by Chūjin-kō (Yoshifusa). In the twelfth month, the honorific title of Daijō Tennō (Retired Emperor) was bestowed upon Emperor Seiwa. As he later entered Mount Minoo, he is also referred to as the Emperor of Minoo. The era name was Jōgan; his reign lasted eighteen years.
