七年正月、渤海の使者裴頲等が加賀国に来航した。勅命により、四月に京都に来て鴻臚館に入った。菅丞相（この時は文章博士であったが）が仮に治部大輔となって、渤海の使者を接待した。治部省は外国のことを司る官庁である。裴頲は文才があり、菅丞相と詩の贈答を行った。五月、裴頲等を内裏に召して饗宴を賜り、また馬に乗せ弓を射るのを見せた。その後帰国した。十一月、天皇は馬に乗ることを好まれて、内裏で馬を飼わせ、常に駆け回り、身分の低い者を近づけられて、政治が悪くなることが多かったので、基経はこれを聞いて参内し、近習の小人小野清和等を追放した。その後天皇は気が狂われて、ある時は蛙を集めて蛇に呑ませ、ある時は猿と犬を闘わせた。

In the first month of the seventh year, envoys from Balhae including Pei Ting arrived in Kaga Province. By imperial order, they came to the capital in the fourth month and entered the Kōrōkan guesthouse. Minister Sugawara (who was at that time a professor of literature) temporarily became Assistant Director of the Ministry of Civil Administration to receive the Balhae envoys. The Ministry of Civil Administration was the office that handled foreign affairs. Pei Ting had literary talent and exchanged poems with Minister Sugawara. In the fifth month, Pei Ting and others were summoned to the imperial palace, given a banquet, and shown horseback riding and archery. Afterward they returned to their country. In the eleventh month, the Emperor developed a fondness for horseback riding, had horses kept in the palace, constantly rode about, and brought low-class people close to him, causing many problems in governance. When Mototsune heard of this, he came to court and expelled the attendant retainers including Ono no Kiyokazu. Thereafter the Emperor became mentally deranged, sometimes gathering frogs to have snakes swallow them, and sometimes making monkeys and dogs fight each other.
