戯れを行った。罪のない者を殺し、気に障る者があれば、自ら宝剣を抜いて追いかけ回された。基経が諫めても聞き入れなかった。
八年正月、天皇の悪逆な行いはますます甚だしくなった。基経が参内して様子を窺うと、人を木に登らせて、下からこれを突き殺して笑い楽しんでおられた。基経はこのままでは帝位が危うくなると思い、近くに参上して「御退屈でいらっしゃるようですので、競馬の遊びを催しましょう。行幸してご覧になってはいかがでしょうか」と奏上した。天皇は喜んで、日取りを約束された。
