涙を流して悲しまれたが、どうすることもできなかった。即座に太上天皇の尊号を奉った。その時の年齢は十七歳であった。この時、基経の威権は甚だ強く、群臣は皆畏れていた。しかしながら左大臣源融だけは、独りこの事はいかがなものかと思案している様子であった。藤原諸葛という者が剣に手をかけて、「誰が太政大臣の仰せに背こうか」と言った。融は黙然としていた。これによって、異議を唱えることはなかったという。
ある説では、融も皇子であるゆえに即位の望みがあったが、既に人臣の列に加わっているため基経が許容しなかったという。また別の説では、天皇が多病のため、宸筆の勅書を基経に賜って、位を辞退されたという。これは朝廷を憚って、天皇の悪行を諱み隠したのであろう。

He shed tears and grieved, but there was nothing he could do. He was immediately given the honorary title of Retired Emperor (Jōkō). He was seventeen years old at that time. At this time, Mototsune's authority and power were extremely strong, and all the court officials feared him. However, only the Minister of the Left, Minamoto no Tōru, appeared to be contemplating whether this matter was appropriate. A man named Fujiwara no Morokutsu placed his hand on his sword and said, "Who would dare oppose the will of the Grand Minister?" Tōru remained silent. Because of this, no objections were raised.
According to one theory, since Tōru was also an imperial prince, he harbored hopes of ascending to the throne, but because he had already joined the ranks of court ministers, Mototsune would not allow it. Another theory states that because the Emperor suffered from many illnesses, he gave Mototsune a written imperial edict in his own hand and abdicated the throne. This was likely done out of consideration for the court, concealing and covering up the Emperor's evil deeds.
