六年八月。菅丞相ヲ遣唐（ケンタウ）大使トシ紀￣ノ長谷雄（ハセヲ）ヲ

四年五月、時平が検非違使別当となる。菅丞相に勅して類聚国史を編纂させた。
五年二月、時平が中納言に任じられ、右大将を兼任した。菅丞相が参議に任じられた。菅丞相は家業を継いで博学文才が特に優れていたため、天皇はこれを登用された。七月、中納言在原行平が卒去した。年齢七十五歳。
六年八月、菅丞相を遣唐大使とし、紀長谷雄を副使とされた。その才能を選んでこの官職を授けられたとはいえ、この頃大唐が乱国となったためか、入唐の沙汰はなかった。長谷雄も漢書・文選、その他群書を読んで大才の人である。九月、新羅の賊船五十艘ほどが対馬国へ来襲した。

In the fourth year, fifth month, Tokihira became Director of the Police and Judicial Commission. The Emperor issued an edict to Minister Sugawara to compile the Ruijū Kokushi.
In the fifth year, second month, Tokihira was appointed Middle Counselor and concurrently served as Major Captain of the Right. Minister Sugawara was appointed Councilor. Since Minister Sugawara had inherited the family profession and was exceptionally gifted in erudition and literary talent, the Emperor promoted him to office. In the seventh month, Middle Counselor Ariwara no Yukihira died at the age of seventy-five.
In the sixth year, eighth month, Minister Sugawara was appointed as Ambassador to Tang China, and Ki no Haseo was made Vice-Ambassador. Though they were granted these offices in recognition of their talents, perhaps because Tang China had become a country in turmoil at this time, there was no implementation of the mission to China. Haseo was also a person of great talent, having read the Book of Han, the Literary Selections, and various other books. In the ninth month, about fifty pirate ships from Silla attacked Tsushima Province.
