Minister Sugawara served concurrently as Right General and, like Tokihira, administered government affairs. The ministerial positions were left vacant and not yet filled. On the second day of the seventh month, the Emperor abdicated his throne to Crown Prince Atsuhito and retired to Suzaku-in at the age of thirty. He was also called Teishi-in. Later, because he shaved his head, he was also called Kampyō Hōō (Dharma Emperor Kampyō). Initially, he did not change the era name in the year following his accession, continuing to use Ninna 4 from Emperor Kōkō's reign.
