〔前頁より続き〕興世王という者が将門に言うには、「一国を掠め取るも、坂東を皆奪い取るも、その罪は同じであろう」と言ったので、将門はもっともなことだと同心し、即ち兵を率いて下野を攻め、国司を追い出し、そこから上野国へ移り、上総・下総・武蔵・相模を従えて、下総国猿島郡石井の郷に都を立てた。将門は桓武天皇五代の孫であれば、帝位に即いてもなんの子細があろうかとて、自ら平親王と号し、あるいは新皇とも称した。左大臣・右大臣以下、百官を置いたが、ただ暦博士だけがいなかった。心のままに賞罰を行った。あるいは下総国相馬郡に王城を造るとも言われた。

[Continued from the previous page] A man called Okiyo-ō said to Masakado: "Whether one plunders a single province or seizes all of the Bandō, the crime should be the same." Masakado, thinking this made good sense, agreed with him, and immediately led his forces to attack Shimotsuke, drove out the provincial governor, then moved on to Kōzuke Province, brought Kazusa, Shimōsa, Musashi, and Sagami under his control, and established a capital at the village of Ishii in Sashima District of Shimōsa Province. Since Masakado was a fifth-generation descendant of Emperor Kanmu, he declared that there was no reason he could not ascend to the imperial throne, styled himself "Prince Taira" (Taira no Shinnō), and also called himself the "New Emperor" (Shinkō). He appointed Ministers of the Left and Right and all the hundred officials, with the sole exception that there was no Calendar Doctor (Koyomi Hakase). He carried out rewards and punishments as he saw fit. It was also said that he was building an imperial palace in Sōma District of Shimōsa Province.
At the same time, Fujiwara no Sumitomo conspired with pirates, sallied forth from Iyo Province, captured Kozontaka (子高), the Acting Governor of Bizen, and took alive Shimada no Koremoto, the Acting Governor of Harima, plundered the Nankai region, and sought to seize the Sanyō, San'in, and Saikai regions.
