二年（962年）二月、伊勢・賀茂・松尾・平野・春日へ奉幣使を立てられた。賀茂・松尾へは神馬十疋ずつが奉納された。その他の諸社へも奉幣使を立てられた。
三年（963年）二月、皇太子が紫宸殿にて元服された。実頼が加冠役を務めた。参議藤原朝忠が理髪役を務めた。八月、実頼が石清水へ参詣した。これ以降、藤原家の大臣が石清水へ参詣することが多くなった。同月、叡山の良源と南都の仲算らを召して、清涼殿にて宗論を行わせた。
康保元年（964年）四月、中宮藤原安子が崩御された。中宮の妹を登子といい、天皇の兄・重明親王の室（妻）であった。容貌が美しかったため、中宮へお仕えしていたところ、天皇が密通された。この時、重明もすでに薨じており、中宮も崩御されたため、登子を内裏に召して寵愛された。これより村上朝の政治が衰えた。

In the second year [of Ōwa, 962], in the second month, envoys bearing offerings (hōheishi) were dispatched to the shrines of Ise, Kamo, Matsunoo, Hirano, and Kasuga. To Kamo and Matsunoo, ten sacred horses (shinme) each were presented. Envoys bearing offerings were also dispatched to the other various shrines.
In the third year [of Ōwa, 963], in the second month, the Crown Prince performed his coming-of-age ceremony (genpuku) in the Shishinden (Hall of State). Saneyori served as the officiator of the cap-fitting ceremony (kakan). Consultant (sangi) Fujiwara no Tomotada served as the hair-dresser (rihatsuyaku). In the eighth month, Saneyori made a pilgrimage to Iwashimizu [Hachimangū]. From this time onward, it became common for Fujiwara ministers to make pilgrimages to Iwashimizu. In the same month, Ryōgen of Mount Hiei and Chūsan of the Southern Capital [Nara] and others were summoned to hold a sectarian debate (shūron) in the Seiryōden (Imperial Residential Hall).
In the first year of Kōho [964], in the fourth month, the Empress Consort Fujiwara no Yasuko passed away. The Empress Consort's younger sister was called Tōshi; she was the wife of Prince Shigenobu, the Emperor's elder brother. On account of her beautiful appearance, she had been attending upon the Empress Consort, whereupon the Emperor engaged in a secret affair with her. At this time, Shigenobu had already passed away, and the Empress Consort had also died; thus, Tōshi was summoned to the imperial palace and received the Emperor's exclusive favor. From this point onward, the governance of Emperor Murakami's court fell into decline.
