（冷泉院、享年）十八歳。六月、藤原実頼を関白とした。十二月、実頼を太政大臣とした。源高明を左大臣に転じ、藤原師尹を右大臣とした。師尹は実頼の弟である。天皇の弟を為平といい、その弟を守平という。為平は村上天皇の寵愛を受けた皇子で、左大臣高明の婿であった。天皇が即位した後も御病気が癒えないため、為平を皇太子に立てられるのではないかと人々は皆思っていた。しかし実頼と高明が不和であったためか、村上天皇の遺勅であるとして守平を立てて東宮（皇太子）とした。
安和元年（968年）、天皇の御悩みがしばしば起こるため、朝廷の政務の多くは実頼・高明・師尹が執り行った。

[Emperor Reizei, aged] eighteen. In the sixth month, Fujiwara no Saneyori was appointed Regent (kanpaku). In the twelfth month, Saneyori was appointed Grand Minister of State (daijō-daijin). Minamoto no Takaakira was transferred to the position of Minister of the Left (sadaijin), and Fujiwara no Morotada was appointed Minister of the Right (udaijin). Morotada was the younger brother of Saneyori. The Emperor's younger brother was called Tamehira, and his [next] younger brother was called Morihira. Tamehira was a beloved son of Emperor Murakami, and was the son-in-law of the Minister of the Left, Takaakira. Even after the Emperor's accession, since his illness showed no signs of recovery, people generally expected that Tamehira would be installed as Crown Prince. However, perhaps due to the discord between Saneyori and Takaakira, it was declared to be the dying wish (yuichoku) of Emperor Murakami, and Morihira was installed as Crown Prince (tōgū).
In the first year of An'wa [968], since the Emperor's afflictions arose frequently, most of the affairs of the court were conducted by Saneyori, Takaakira, and Morotada.
