天禄元年正月、藤原在衡を左大臣に補任した。藤原伊尹を右大臣に任じた。伊尹は師輔の嫡男で、天皇の外叔父である。在衡は、もともと儒学者の家柄である。村上天皇の御代に、学問によって家を興し、その娘が女御となって寵愛されたゆえに、重用されたのである。吉備真備、菅原道真以外で、儒学者の家から大臣に昇ったのは、在衡一人である。五月、摂政太政大臣藤原実頼が薨去した。年齢七十一。正一位を贈られ、尾張公に封じられ、清慎公と謚された。右大臣伊尹が摂政となった。十月、左大臣在衡が薨去した。年齢七十九。
二年三月、初めて石清水臨時祭を行った。勅使右中将忠清らが参向した。十一月、伊尹を太政大臣に任じた。源兼明を左大臣とし、藤原頼忠を右大臣とした。兼明は醍醐天皇の皇子である。頼忠は実頼の子である。

In the first month of Tenroku 1, Fujiwara no Arihira was appointed Minister of the Left. Fujiwara no Koretada was appointed Minister of the Right. Koretada was the eldest son of Morosuke and the emperor's maternal uncle. Arihira was originally from a Confucian scholarly family. During the reign of Emperor Murakami, he established his house through scholarship, and because his daughter became an imperial consort and received imperial favor, he was promoted to high office. Apart from Kibi no Makibi and Minister Sugawara [no Michizane], Arihira was the only person from a Confucian scholarly family to rise to the rank of minister. In the fifth month, Regent and Grand Minister Fujiwara no Saneyori passed away at the age of seventy-one. He was posthumously granted the rank of Senior First Rank, enfeoffed as Duke of Owari, and given the posthumous name Seishin-kō. Minister of the Right Koretada became regent. In the tenth month, Minister of the Left Arihira passed away at the age of seventy-nine.
In the third month of the second year, the Iwashimizu Rinji Festival was held for the first time. Imperial messenger Middle Captain Tadakiyo and others attended. In the eleventh month, Koretada was appointed Grand Minister. Minamoto no Kaneakira was made Minister of the Left, and Fujiwara no Yorichika was made Minister of the Right. Kaneakira was an imperial prince of Emperor Daigo. Yorichika was the son of Saneyori.
