下された。法中の親王はこれより始まる。六月、関白師通が薨去した。年齢三十八歳。その子である大納言忠実に太政官のことを司らせた。祖父師実はなお存命で、大殿と称していた。忠実を養子としていた。この時、摂家の威勢が衰えて、政治は院中で決定されるようになった。師通は常に憤慨して、「本朝の先例では、現在の帝の門に車を立てるようなことがあろうか」と言っていた。師通が薨去した後、しばらく関白の職が空席となり、白河法皇がいよいよ思いのままに執行するようになった。この時より天下のことは、宣旨や官符に及ばず、院宣並びに院庁の下し文をもって施行するようになった。諸国はこれを重んじて畏れないということはなかった。また大中納言或いは参議の人を選んで、院の別当と号して院中のことを執らせた。その権威は甚だ強かった。また北面の侍も初めて置いて、院中に宿直させた。その外、院中の儀式も皆この時より整った。

His son, Major Counselor Tadazane, was made to oversee the affairs of the Council of State. His grandfather Morozane was still alive and was called Ōdono (Great Lord). He had adopted Tadazane as his son. At this time, the power of the regent family declined, and politics came to be decided within the cloistered court. Moromichi had always been indignant, saying "According to the precedents of our court, how could there be such a thing as setting up carriages at the gate of the reigning emperor?" After Moromichi's death, the position of regent remained vacant for a while, and the Shirakawa Cloistered Emperor increasingly conducted affairs as he pleased. From this time, matters of the realm were not conducted through imperial edicts (senji) or official documents (kanpu), but were implemented through cloistered court edicts (inzen) and directives from the cloistered court office (inchō no kudashibumi). There was no province that did not respect and fear these. He also selected people from among the major middle counselors or councillors, titled them as cloistered court superintendents (in no bettō), and had them handle affairs within the cloistered court. Their authority was extremely strong. He also established for the first time the northern guards (hokumen no samurai) and had them keep night watch within the cloistered court.
