乱があった。父義家が陸奥守に任ぜられて、武衡・家衡の乱があった。今為義を任ぜれば、藤原基衡と必ず合戦があるだろうということで、勅許がなかった。基衡は清衡の子である。為義は憤って、他国の受領にも任ぜられなかった。
三年三月、待賢門院の御願として、円勝寺を造られた。十月、石清水にて一切経の供養があった。法皇の御幸があった。十二月、摂政忠通が太政大臣に任ぜられた。
四年三月、山陽道・南海道に海賊が起こって、往来の妨げがあるにより、院宣を備前守平忠盛に下されて、賊徒を搦め捕らえさせた。六月、忠通は摂政を辞して関白となった。天皇元服のゆえである。七月七日、白河法皇が崩御された。享年七十七歳。この法皇は在位の時より政を自ら執行し、位を譲った後も堀川・鳥羽・当代まで、
