藤原得子。中納言藤原長実の娘である。保延五年に誕生。
すぐに東宮に立てられた。永治元年十二月即位。時に三歳。関白忠通が摂政となった。この時、鳥羽法皇を一院と申し上げる。崇徳上皇を新院と申し上げる。政務はすべて法皇の計らいによって行われ、新院は何にも関与されず、諸事不平にて年月を送られた。
康治二年正月、法皇が女院へ朝覲の行幸をされた。五月、法皇が東大寺にて受戒され、また叡山にて受戒された。
天養二年七月、大きな彗星が現れたことによって改元して久安と号した。八月、新院の御母待賢門院が崩御された。同年、石清水・賀茂に行幸された。
久安二年二月、鳥羽殿へ行幸された。十二月、摂政忠通の五十の算賀をした。

Fujiwara no Tokushi. She was the daughter of Middle Counselor Fujiwara no Nagasane. [Emperor Konoe] was born in Hōen 5 (1140). He was immediately made Crown Prince. He ascended the throne in the twelfth month of Eiji 1 (1141), at the age of three. Chancellor Tadamichi served as regent. At this time, Toba Retired Emperor was called Ichi-in (First Cloister). Retired Emperor Sutoku was called Shin-in (New Cloister). All governmental affairs were conducted through the retired emperor's arrangements, while the new retired emperor was not involved in anything and spent his years in displeasure with all matters.
In the first month of Kōji 2 (1143), the retired emperor made an imperial visit to the empress for the morning audience. In the fifth month, the retired emperor received ordination at Tōdai-ji and also received ordination at Mount Hiei.
In the seventh month of Ten'yō 2 (1145), because a large comet appeared, the era name was changed to Kyūan. In the eighth month, Taiken Mon-in, the mother of the new retired emperor, passed away. In the same year, there were imperial visits to Iwashimizu and Kamo.
In the second month of Kyūan 2 (1146), there was an imperial visit to Toba Palace. In the twelfth month, they celebrated Regent Tadamichi's fiftieth birthday.
