In the eleventh month, Motofusa resigned from the position of Minister of the Left. Minister of the Right Tsunemune was transferred to Minister of the Left, Inner Minister Kanezane became Minister of the Right, and Taira no Kiyomori was appointed Inner Minister.
On the eleventh day of the second month of the second year, Kiyomori was promoted directly from Inner Minister to Chancellor. He was granted the court rank of Senior First Rank, awarded personal guards with weapons, and permitted to enter and exit the imperial palace by palanquin-carriage.
